Pradhan Mantri Matru Vandana Yojana (PMMVY)
- 01-जनवरी-2017 से राष्ट्रीय खाद्य सुरक्षा अधिनियम, 2013 के प्रावधान के अनुसार देश के सभी जिलों में मातृत्व लाभ कार्यक्रम लागू किया जाएगा। इस कार्यक्रम का नाम प्रधानमंत्री मातृ वंदना योजना (पीएमएमवीवाई) रखा गया है। योजना के विवरण, दिशा-निर्देशों, प्रपत्रों और अधिसूचनाओं के बारे में भारत सरकार की वेबसाइट http://www.wcd.nic.in/schemes/pradhan-mantri-matru-vandana-yojana पर देखा जा सकता है।
- PMMVY के तहत, रुपये का नकद प्रोत्साहन। परिवार के पहले जीवित बच्चे के लिए गर्भवती महिलाओं (पीडब्ल्यू) और स्तनपान कराने वाली माताओं (एलएम) के खाते में सीधे 5000 / - प्रदान किया जाएगा, बशर्ते कि वे मातृ एवं बाल स्वास्थ्य से संबंधित विशिष्ट शर्तों को पूरा करते हों।
- पात्र लाभार्थियों को संस्थागत प्रसव के बाद जननी सुरक्षा योजना (जेएसवाई) के तहत मातृत्व लाभ के लिए स्वीकृत मानदंडों के अनुसार शेष नकद प्रोत्साहन मिलेगा ताकि औसतन एक महिला को रु। 6000/-
- इस योजना का उद्देश्य मजदूरी के नुकसान के लिए नकद प्रोत्साहन के रूप में आंशिक मुआवजा प्रदान करना है ताकि महिला परिवार के पहले जीवित बच्चे के जन्म से पहले और बाद में पर्याप्त आराम कर सके। प्रदान किए गए नकद प्रोत्साहन से गर्भवती महिलाओं और स्तनपान कराने वाली माताओं (पीडब्ल्यू और एलएम) के बीच बेहतर स्वास्थ्य चाहने वाले व्यवहार को बढ़ावा मिलेगा।
- पात्र लाभार्थी सभी गर्भवती महिलाएं और स्तनपान कराने वाली माताएं हैं, पीडब्ल्यू और एलएम को छोड़कर, जो केंद्र सरकार या राज्य सरकारों या सार्वजनिक उपक्रमों के साथ नियमित रोजगार में हैं या जो किसी भी कानून के तहत समान लाभ प्राप्त कर रहे हैं।
- यह योजना दिल्ली में महिला एवं बाल विकास विभाग के तहत आंगनबाडी सेवा योजना के मंच का उपयोग करते हुए 11 जिलों में 95 आईसीडीएस परियोजनाओं में कार्यान्वित की जा रही है।
- गर्भवती महिलाओं (पीडब्ल्यू) और स्तनपान कराने वाली माताओं (एलएम) के खाते में सीधे तीन किस्तों {(i) 1000/-, (ii) 2000/- और (iii) 2000/-} में 5000 रुपये का नकद प्रोत्साहन प्रदान करना। मातृ एवं शिशु स्वास्थ्य से संबंधित विशिष्ट शर्तों को पूरा करने के अधीन परिवार के पहले जीवित जन्म के लिए।
- संबंधित किश्तों का दावा करने के लिए पात्र लाभार्थी का पंजीकरण प्राथमिक रूप से और अनिवार्य रूप से महिला एवं बाल विकास विभाग, जीएनसीटीडी के संबंधित या निकटतम आंगनवाड़ी केंद्र (एडब्ल्यूसी) में किया जा रहा है।
- पीएमएमवीवाई के तहत लाभार्थियों को प्रेषण एक आधार/खाता आधारित डीबीटी घटना है जो एक केंद्रीय रूप से तैनात वेब आधारित एमआईएस सॉफ्टवेयर एप्लिकेशन यानी कॉमन एप्लीकेशन सॉफ्टवेयर पोर्टल (पीएमएमवीवाई-सीएएस) के माध्यम से किया जा रहा है जो पीएफएमएस पोर्टल के साथ एकीकृत है।
- लाभार्थी योजना की पात्रता शर्तों को पूरा करने के अधीन, लाभार्थी की अंतिम माहवारी की तारीख से 730 दिनों के भीतर ही योजना के लिए आवेदन कर सकता है। एमसीपी कार्ड में पंजीकृत एलएमपी इस संबंध में विचार की जाने वाली गर्भावस्था की तारीख होगी।
- ऐसे मामलों में जहां एलएमपी की तारीख एमसीपी कार्ड में दर्ज नहीं है। कोई लाभार्थी योजना के तहत तीसरी किस्त के दावे के लिए आ रहा है, ऐसे मामलों में दावा बच्चे के जन्म की तारीख से 460 दिनों के भीतर प्रस्तुत किया जाना चाहिए, जिसके बाद किसी भी दावे पर विचार नहीं किया जाएगा।
- पात्र लाभार्थियों को संस्थागत प्रसव के बाद स्वास्थ्य विभाग द्वारा जननी सुरक्षा योजना (जेएसवाई) के तहत मातृत्व लाभ के लिए स्वीकृत मानदंडों के अनुसार शेष नकद प्रोत्साहन प्राप्त होगा, ताकि औसतन एक महिला को रु। 6000/-.
Conditionalities and
Instalments :
PW&LM shall
receive a cash benefit of Rs. 5000/- in three instalments at the following

The date and stage of pregnancy for a beneficiary would be counted with respect to her Last Menstrual Period (LMP) date as mentioned in the Mother and Child Protection Card MCP card.
Case of Miscarriage or Still Birth :
- A beneficiary is eligible to receive benefits under the scheme only once
- n case of miscarriage or still birth, the beneficiary would be eligible to claim the remaining installment(s) in event of any future pregnancy.
- After receiving the 1st installment, if the beneficiary has a miscarriage, she would only be eligible for receiving 2nd and 3rd installment in event of future pregnancy subject to fulfillment of eligibility criterion and conditionality’s of the scheme. Similarly, if the beneficiary has a miscarriage or still birth after receiving 1st and 2nd installments, she would only be eligible for receiving 3rd installment in event of future pregnancy subject to fulfillment of eligibility criterion and conditionality’s of the scheme.
Case of Infant Mortality:
- A beneficiary is eligible to receive benefits under the scheme only once. That is, in case of infant mortality, she will not be eligible for claiming benefits under the scheme, if she has already received all the installments of the maternity benefit under PMMVY earlier.
- Pregnant and Lactating AWWs/ AWHs/ ASHA may also avail the benefits under the PMMVY subject to fulfillment of scheme conditionality’s.
Achievements: With the continuous endeavors &progress of Pradhan Mantri Matru Vandana Yojana (PMMVY) since its inception i.e. 01.01.2017 till 23.11.2020, following is achievement under different parameters: (As per data obtained from PMMVY-CAS on the date of generating report):-
1. Total beneficiaries enrolled since inception i.e. 01.01.2017 till the 23.11.2020: 2,13,239
2. Total beneficiaries paid since inception i.e. 01.01.2017 till the 23.11.2020: 2,00,764
3. Total funds disbursed since inception i.e. 01.01.2017 till 23.11.2020: 87,09,97,000/-
4. Total installment’ application entered since inception i.e. 01.01.2017 till 23.11.2020: 5,65,372
5. Total installment’ paid since i.e. 01.01.2017 till 23.11.2020: 5,33,229
Future Plan:-
1. To sensitize more people and spread mass awareness about the scheme in order to ensure maximum coverage of the eligible & target population so that maximum can avail benefits during this critical phase of pregnancy & motherhood.
2. To make all pragmatic & tangible efforts for providing possible facilitation to beneficiaries for documents as required for availing benefits i.e. Opening of Bank Account, enrollment /updation of Aadhaar Card.
